This is a comprehensive,
yet concise guide to historical, legal & policy issues affecting
the use of water in California. It addresses the implementation
of the Bay-Delta accord, the crisis in the Delta, and new water
supplies, such as water transfers, conservation, recycling, & the
use of groundwater.
Eric Garner helped post-Apartheid
South Africa move to their present permit based water system & contributed
to the new water laws in Pakistan. In 2006, the California Lawyer
magazine named Garner Lawyer of the Year in the environmental law
category for his work on a decade-long groundwater dispute between
urban & rural users in the Santa Maria Valley.
Arthur Littleworth,
known as the Wizard of Water Law, is probably best known for his
22 years spent as special master appointed by the Supreme Court
to hear a water dispute between Colorado & Kansas. Littleworth is
now 86 years old & recovering from a stroke, but remains active
consulting on water law.
